Save Settings In WB 3.1

How can I save settings in Workbench 3.1 e.g. moving icons in another window or the arrangement of the icons in a window?

When I try to do that and I  start the WB new, all icons, settings look in default condition.

Saving the position of an icon is called "snapshot"
Just move the icon to the position you like then select it with left mouse then hold right mouse button pressed , go to workbench top and
select there icon-snapshot, then release right mouse button.

You can snapshot single icon, several icons, or whole windows.
