I'm guessing you are looking at U1 & U2, thats more than likely just the way it looks. Though I would be more concerned with what looks like solder adhering to the tracks, may even be a track repair.
EG from U1 pin 2, U2 pin 2,3, and a few others on those chips.

To be honest JPG is not highres enough. Also reflections can play the tricks, but:

There are many more when zooming all over the places. Also a bit too much tin, when it has started to flow along the tracks.

Yes it does look a bit poor, but I have seen a lot of that pitch ic looking like that after being reflowed. Usually some residue left between the pins.
Might even be an idea to check if those chips are functioning properly.

yes the solder are reflowed whit the "flux" , all solder is good , and no CC (fully tested) the problem is 1: ttl level adapter is dead , fpga dead or micro crack on solder , i am searching to download old silver core flashable by usb blaster !
