The file name of the fixed version is ApolloOS_CF32GB_r43P.7z.

It does contain copyrighted software which is why it cannot be offered for free download directly on a website, and certainly not on the Apollo site.. You can also just build your own WB using your own original WB disks/CD and download the appropriate drivers and software which can be found on the Apollo site.

After a long time, I was able to download the file.
My CF card is a transcend industrial CF170 with 32GB, but the file is about 8MB larger than my card. Which format should I use? fat32? Is it ok to copy the complete file (Disc Image File) to the card?

the apollo-os file is a disk image stored in a 7zip archive.
uncompress it and you have the disk image file, it's like an iso file.
you don't need to open this disk image file, nor format or create partitions the destination drive,  don't try to copy stuffs by manualy either.
you use specific software designed to handle such disk images to restore them on a target device.
 
like "dd" command on unixes.
this would work both on mac and linux. usualy it goes like this:
 
  dd if=./my_image_file of=/my_target_device
  (target device is for example /dev/sdb)
 
this will process the image file and apply it on your target device.

For Windows, you can use Win32 Disk Imager to write the image back to the CF card:

Notice that if the image is bigger than your card, the last partition might not be available. This is why I had to use a 64GB card..
